At top is from Kitsap County's website showing the speed "tables" on Hood Canal and Bridgeview Drives. Its only one of two ways to get to Driftwood Key from the rest of the world.  And it's the shortest way. Below is where Speed Bumps are located on Twin Spits and Hansville Roads, effectively isolating Driftwood Key and Shorewoods and putting at risk emergency evacuation capabilities and emergency vehicle responses.
